I use ImageMagick (a commandline UNIX program) to convert a bunch of separate frames into a single animated .gif.

Yeah. Create each frame in Windows Paint or whatever, save them as .gif, use a .gif creation utility (you should be able to find a free one via Google) to arrange and time the frames, export.
