According to the Lorentz Transformation the mass of the faster ship RELATIVE to the slower ship (or its exhaust) would increase by a factor of 1/sqrt(1-dV^2/c^2), where dV is the relative difference in velocity between the two ships, V-V'. In your example V-V' <<< c, so relativistic mass dilation is ~1.

It is possible to set up a situation in which two objects are moving away from each other at faster than light speed. There are quasars that are receding at nearly c, so there are certainly a pair of quasars whose relative velocities exceed c. Yet they are not drawn together by a near-infinite gravitational force. Why? Because relativistic mass does not affect gravitation.
