Historically the Doctors have started younger in every regeneration. I think that might be part of the Time Lord mythos at this point. (Also, which Baker do you mean?)

Sorry, been 14 or so years since I last saw a Tom Baker Doctor Who episode.

I was forbidden from watching Doctor Who when my brother was around. The badly costumed men in monster suits scared the bejesus ouf of him.
