It's dangerous to say anything is always anything. But usually you're right. Moving the emphasis can also be characteristic of post-metal (as compared to metal). Case in point: the upbeats are prominently featured for the first 1:35 of this song (post-metal), until suddenly a heavy downbeat-based riff enters (metal)...

Greece did better than expected, the favourite (Denmark) won. Not my favourite song, but at least they only have to move twenty minutes down the road in the next year. Unless they have it in Aarhaus. And why would they have it in Aarhaus?

Governing Dynamics is in with some... uh... let's call it psychadelic garage I-hope-it-counts-as metal.

In case anyone cares - my song includes elements of the musical style "metal," portions are performed on metal instruments (including a shredding trumpet solo by my brother Steve), and is on the topic of mining for metal.
