The Song Fight Bulletin Board

Hey all, I don't have Photoshop or other layering tools available today and need to put together an ad banner for my son's school's (fund raising drive). Can anyone recommend good freeware for putting together basic ad banners (text arrangement layered over images)?

Either Mac or Windows.

i doubt this is what you're looking for at all, but for those on mac who miss ms paint, my i present you with seashore.
