Does anyone know of a piece of MIDI editing software that happens to have this feature? I'm working on a project that would really benefit from this as opposed to me doing this boring shit manually. I have Finale, which should have a feature like this but has both the most unintuitive interface possible and the worst online manual I've ever seen.

This sounds like mathcore. Can we expect some 13/8 in the near future? :)
Sorry, I can't suggest any editors.
[edit] Do they still make Noteworthy Composer? I loved that back in the day.

This isn't mathcore, unfortunately, (although I hope to do some mathy guitar stuff again soon). I'm working on a viola quintet using kind of strict procedural collaging and was doing lots of annoying and painful note-counting. Luckily I finally found a 'count items' feature on Finale.
