I know of Jon Coulton because somewhere I saw a link to his song Code Monkey when it was all the rage on the intarwebs, and now he's like a big ol' superstar for singing geeky songs about mad science and the like.

Like most questions, it depends. A contract does not have to be in writing, but a writing can help prove what the terms of the contract were. If the customer was clear on what the engraving was supposed to be, and the mistake was the fault of the engraver, and the mistake was material (ie, it matters), then the engraver is probably liable.
If the frame was to be for personal, family or household use, then Ohio's Consumer Sales Practices Act may also apply, which can provide some enhanced remedies under certain conditions.
