increasing headroom/overall volume

increasing headroom/overall volume
so i, like most people making music on home computers, have the problem that in order to keep my songs from digital clipping, the mixes have to be very low. like, i gotta crank the speakers to hear it at the volume i want. so does anyone know of any free mastering software out there that can boost my overall level without clipping it?
